
The City Government of Cotabato marked a significant milestone in its democratic governance as the 18th Sangguniang Panlungsod officially held its 1st Regular Session on Tuesday, July 1, 2025, at the City Mall Convention Center.
Presided over by Vice Mayor Johair M. Madag, the opening session gathered all elected members of the city council and key officials, laying the groundwork for a new legislative term rooted in unity, accountability, and service to the people of Cotabato City.
In his address, Vice Mayor Madag emphasized the importance of collaborative leadership and proactive lawmaking.
“This session is not just a procedural beginning—it is a call to action. We are here to legislate with purpose, to represent with integrity, and to uplift the lives of every Cotabateño.”

The session included the formal:
- Adoption of Internal Rules of Procedure
- Organization of Standing Committees
- Presentation of Legislative Priorities by individual councilors
This inaugural gathering reaffirmed the council’s commitment to address pressing local issues such as peace and order, infrastructure development, social welfare, environmental protection, and inclusive governance.
The 18th Sangguniang Panlungsod is expected to work closely with the City Mayor and all stakeholders in aligning local ordinances with the city’s development agenda.
The City Government is optimistic that this new legislative body will embody the spirit of good governance and people-centered leadership.
