A SMART CITY WITH GOD-FEARING, ENLIGHTENED, DIVERSE PEOPLE LIVING IN A PEACEFUL, SECURE, AND RESILIENT COMMUNITY WITH PROGRESSIVE ECONOMY AND GOOD GOVERNANCE
VISION:
The city’s vision was developed and validated through the Vision Reality Gap Assessment (VRGA) tool, presented to the City Development Council, and approved in October 2020. Analysis where each of the adjective words describes the many salient characteristics and indicators that are aligned with the regional priority development agenda of the Bangsamoro Autonomous Region in Muslim Mindanao:
- A BETTER and improved SMART CITY shall be realized once digital infrastructure and e-governance are in place, with the availability and accessibility of digitized government functionalities and stronger data privacy coupled with energy security resulting in proper resource investment and job generation;
- A RESPONSIVE and RESILIENT COMMUNITY where investment in transportation, communication, and other strategic infrastructure is prioritized to ensure better connectivity and economic growth; implementing responsive policies and programs with a holistic approach to mitigate the effects of climate change, making the city a disaster resilience and climate-change pro-adaptation;
- GOD-FEARING, ENLIGHTENED, and DIVERSE PEOPLE promoting our Bangsamoro region’s rich culture, heritage, history, and identity through meaningful engagements where there is unity in diversity;
- Living in a PEACEFUL, JUST, and SECURE COMMUNITY where social protection and universal healthcare are enjoyed by its constituents while providing access to quality and holistic education, making it a complementary arm of BARMMthat promotes and sustains the dividend of peace in the entire region and the country;
- PROGRESSIVE ECONOMY, whererevenue generation and an economic comparative advantage approach are encouraged to materialize our economic potentials in natural resources, halal industry, ecotourism, and others that would generate revenues and spur development in the city and nearby municipalities in the region; and
- GOOD GOVERNANCE isgeared towards a strongerBARMM bureaucracy reflecting transparency and accountability based on CSC policies, rules and regulations, with better public financial management adherence to the values and fundamentals of MORAL GOVERNANCE.
MISSION:
TO MOBILIZE A UNITED AND DISCIPLINED COMMUNITY TO PRACTICE UTMOST VIGILANCE IN PROTECTING HUMANITY IN A SAFE ENVIRONMENT, SOUND TECHNOLOGY AND SYSTEMATIC GOVERNMENT TOWARDS PROGRESSIVE DEVELOPMENT AND ECONOMIC ACTIVITIES.
