The “𝐁𝐨𝐬𝐞𝐬 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧” initiative of the RPMD Foundation Inc. (𝐑𝐏𝐌𝐃) is a comprehensive assessment program that evaluates the job performance of 148 City Mayors across the Philippines. Designed to promote accountability and public service excellence, the initiative employs a structured survey methodology to gauge Mayors’ effectiveness in governance, public service, and responsiveness to their constituents’ needs.

An independent, non-commissioned survey has unveiled the 20 top-performing city mayors in the Philippines, celebrating these leaders for their exceptional dedication and service among the nation’s 149 city mayors. Leading this distinguished list is Quezon City 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐲 𝐁𝐞𝐥𝐦𝐨𝐧𝐭𝐞 (90.58%), joined by 𝐌𝐚𝐲𝐨𝐫 𝐉𝐞𝐚𝐧𝐧𝐢𝐞 𝐒𝐚𝐧𝐝𝐨𝐯𝐚𝐥 (90.36%) of Malabon City, 𝐌𝐚𝐲𝐨𝐫 𝐄𝐫𝐢𝐜 𝐒𝐢𝐧𝐠𝐬𝐨𝐧 (90.32%) of Candon City, 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐡𝐧 𝐑𝐞𝐲 𝐓𝐢𝐚𝐧𝐠𝐜𝐨 (90.19%) of Navotas City, 𝐌𝐚𝐲𝐨𝐫 𝐀𝐡𝐨𝐧𝐠 𝐂𝐡𝐚𝐧 (90.15%) of Lapu-Lapu City, 𝐌𝐚𝐲𝐨𝐫 𝐒𝐚𝐦𝐬𝐚𝐦 𝐆𝐮𝐥𝐥𝐚𝐬 (90.07%) of Talisay City, Cebu, 𝐌𝐚𝐲𝐨𝐫 𝐄𝐫𝐢𝐜 𝐎𝐥𝐢𝐯𝐚𝐫𝐞𝐳 (89.88%) of Parañaque City, and 𝐌𝐚𝐲𝐨𝐫 𝐀𝐥𝐨𝐧𝐠 𝐌𝐚𝐥𝐚𝐩𝐢𝐭𝐚𝐧 (89.63%) of Caloocan City. These outstanding Mayors have demonstrated exemplary governance, proactive community engagement, and a deep commitment to public service, earning them high regard as top-tier performers in the Philippine local government.

The list continues with additional top-performing city mayors who have distinguished themselves in the survey. Sharing the second rank are 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐡𝐧 𝐃𝐚𝐥𝐢𝐩𝐞 of Zamboanga City (88.71%) and 𝐌𝐚𝐲𝐨𝐫 𝐀𝐥𝐛𝐞𝐞 𝐁𝐞𝐧𝐢𝐭𝐞𝐳 of Bacolod City (87.82%). The third-place achievers include 𝐌𝐚𝐲𝐨𝐫 𝐉𝐞𝐫𝐫𝐲 𝐓𝐫𝐞ñ𝐚𝐬 of Iloilo City (87.65%), 𝐌𝐚𝐲𝐨𝐫 𝐑𝐨𝐬𝐬 𝐑𝐢𝐳𝐚𝐥 of Calamba City (87.38%), 𝐌𝐚𝐲𝐨𝐫 𝐀𝐫𝐭 𝐑𝐨𝐛𝐞𝐬 of San Jose del Monte City (87.35%), 𝐌𝐚𝐲𝐨𝐫 𝐍𝐢𝐤𝐤𝐨 𝐍𝐚𝐜𝐢𝐨𝐧𝐚𝐥 of Maasin City (86.91%), and 𝐌𝐚𝐲𝐨𝐫 𝐈𝐧𝐝𝐲 𝐎𝐚𝐦𝐢𝐧𝐚𝐥 of Ozamis City (86.88%). Tied for the fourth position is 𝐌𝐚𝐲𝐨𝐫 𝐁𝐞𝐧𝐣𝐚𝐦𝐢𝐧 𝐌𝐚𝐠𝐚𝐥𝐨𝐧𝐠 of Baguio City (86.54%), 𝐌𝐚𝐲𝐨𝐫 𝐕𝐢𝐦𝐚 𝐂𝐚𝐥𝐮𝐚𝐠 of San Fernando, Pampanga (86.31%), 𝐌𝐚𝐲𝐨𝐫 𝐋𝐮𝐜𝐲 𝐓𝐨𝐫𝐫𝐞𝐬-𝐆𝐨𝐦𝐞𝐳 of Ormoc City (86.22%), and 𝐌𝐚𝐲𝐨𝐫 𝐅𝐫𝐞𝐝𝐞𝐫𝐢𝐜𝐤 𝐒𝐢𝐚𝐨 of Iligan City (86.18%). Ranking fifth is 𝐌𝐚𝐲𝐨𝐫 𝐇𝐞𝐫𝐦𝐞𝐧𝐞𝐠𝐢𝐥𝐝𝐨 𝐆𝐮𝐚𝐥𝐛𝐞𝐫𝐭𝐨 of San Fernando, La Union (85.49%), 𝐌𝐚𝐲𝐨𝐫 𝐌𝐚𝐫𝐢𝐥𝐨𝐮 𝐌𝐨𝐫𝐢𝐥𝐥𝐨 of Calapan City (85.37%), 𝐌𝐚𝐲𝐨𝐫 𝐌𝐚𝐢𝐥𝐚 𝐓𝐢𝐧𝐠-𝐐𝐮𝐞 of Tuguegarao City (85.26%), and 𝐌𝐚𝐲𝐨𝐫 𝐃𝐚𝐫𝐞𝐥 𝐔𝐲 of Dipolog City (85.15%).

Other notable achievers include Mayors who ranked sixth, namely 𝐌𝐚𝐲𝐨𝐫 𝐒𝐨𝐜𝐫𝐚𝐭𝐞𝐬 𝐓𝐮𝐚𝐬𝐨𝐧 of Masbate City (84.31%), 𝐌𝐚𝐲𝐨𝐫 𝐁𝐫𝐮𝐜𝐞 𝐌𝐚𝐭𝐚𝐛𝐚𝐥𝐚𝐨 of Cotabato City (84.22%), 𝐌𝐚𝐲𝐨𝐫 𝐀𝐥𝐟𝐫𝐞𝐝 𝐑𝐨𝐦𝐮𝐚𝐥𝐝𝐞𝐳 of Tacloban City (84.17%), and 𝐌𝐚𝐲𝐨𝐫 𝐌𝐲𝐜𝐚 𝐕𝐞𝐫𝐠𝐚𝐫𝐚 of Cabanatuan City (83.99%). In seventh place, 𝐌𝐚𝐲𝐨𝐫 𝐁𝐚𝐬𝐭𝐞 𝐃𝐮𝐭𝐞𝐫𝐭𝐞 of Davao City (83.27%) and 𝐌𝐚𝐲𝐨𝐫 𝐁𝐞𝐯𝐞𝐫𝐥𝐲 𝐃𝐢𝐦𝐚𝐜𝐮𝐡𝐚 of Batangas City (83.25%) have tied. Ranking eighth are 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐬𝐞 𝐌𝐚𝐫𝐢𝐞 𝐃𝐢𝐚𝐳 of Ilagan City (82.18%), 𝐌𝐚𝐲𝐨𝐫 𝐒𝐢𝐭𝐭𝐢 𝐃𝐣𝐚𝐥𝐢𝐚 𝐓𝐮𝐫𝐚𝐛𝐢𝐧-𝐇𝐚𝐭𝐚𝐦𝐚𝐧 of Isabela City (82.16%), 𝐌𝐚𝐲𝐨𝐫 𝐌𝐢𝐜𝐡𝐞𝐥𝐥𝐞 𝐑𝐚𝐛𝐚𝐭 of Mati City (82.14%), and 𝐌𝐚𝐲𝐨𝐫 𝐀𝐫𝐥𝐞𝐧𝐞 𝐀𝐫𝐜𝐢𝐥𝐥𝐚𝐬 of Sta. Rosa City (82.12%).

The ninth-place ranking includes 𝐌𝐚𝐲𝐨𝐫 𝐋𝐞𝐦𝐮𝐞𝐥 𝐀𝐜𝐨𝐬𝐭𝐚 of Oroquieta City (81.15%), 𝐌𝐚𝐲𝐨𝐫 𝐍𝐞𝐥𝐬𝐨𝐧 𝐋𝐞𝐠𝐚𝐜𝐢𝐨𝐧 of Naga City, CamSur (81.13%), 𝗠𝗮𝘆𝗼𝗿 𝗟𝗼𝗿 𝗣𝗮𝗰𝗾𝘂𝗶𝗮𝗼 of General Santos City (81.11%), and 𝗠𝗮𝘆𝗼𝗿 𝗟𝘂𝗰𝗶𝗹𝗼 𝗕𝗮𝘆𝗿𝗼𝗻 of Puerto Princesa City (81.06%). Finally, rounding out the top performers are 𝗠𝗮𝘆𝗼𝗿 𝗝𝗼𝘀𝗲 𝗣𝗮𝗼𝗹𝗼 𝗘𝘃𝗮𝗻𝗴𝗲𝗹𝗶𝘀𝘁𝗮 of Kidapawan City (80.13%), 𝗠𝗮𝘆𝗼𝗿 𝗥𝗲𝘆 𝗨𝘆 of Tagum City (80.11%), and 𝗠𝗮𝘆𝗼𝗿 𝗠𝗮𝗷𝘂𝗹 𝗚𝗮𝗻𝗱𝗮𝗺𝗿𝗮 of Marawi City (80.05%), who all share the tenth position.

The survey underscores the dedication and effective leadership of mayors from diverse regions, honoring those who have consistently uplifted their communities through committed service and proactive governance. It celebrates the exceptional leadership of these mayors, whose unwavering commitment to service and responsiveness to their constituents set them apart as exemplary public officials. “The performance assessment is rigorous—one must be a top performer within their region to qualify as a top-performing City Mayor in the Philippines. Through this comprehensive evaluation, we aim to recognize and celebrate Mayors who exemplify outstanding governance, driving positive change and meaningful progress within their communities,” stated 𝐃𝐑. This nationwide survey for the second quarter (Q2) encompasses a statistically representative sample of residents in each city, capturing various perspectives across various demographics. A total of 10,000 respondents are selected through random sampling to ensure accuracy and fairness, with critical parameters including public safety measures, social services, infrastructure development, transparency, and overall satisfaction with local government performance. This assessment provides an authoritative evaluation of leadership effectiveness, acknowledging high-performing mayors who have significantly contributed to their communities.

By highlighting the accomplishments of local leaders, RPMD’s “Boses ng Bayan” initiative remains an essential tool in fostering transparent governance and encouraging progress across the nation’s cities.
